I too am much more familiar with the Caucasian kustar program, but Wright does mention that the program was in operation also among the Turkmen. See, e.g.,

Hi Joseph,

Wright's website is the only source where I've encountered the kustar program in connection with Turkmen rugs. Wish I knew Russian--then I could go and check out his sources from the famous 19th century depository collection at the University of Helsinki Slavonic Library...
