Probably a carpet from the Ferdow region of northeastern Persia. Elongated human figures were a local tradition in Ferdow's region and are documented in numerous examples. The image is reminiscent of portraits of Mozaffar ad-Din Shah Qajar (March 23, 1853 – January 3, 1907). He was the fifth Qajar Shah of Iran and reigned from 1896 until his death in 1907. The animal depicted is likely a lion, a symbol of the ruler.

Just a quick geography point. Ferdow (or, Fordow) is a uranium enrichment facility eight miles northeast of Qom, in northern Iran.
Ferdows (Firdous, Ferdaws) is, as Heinz noted, a town in northeast Iran, about 170 miles southwest of Meshed.
Firdous is indeed well know for figural rugs; here is another, illustrating an event in the tale of Khosrow and Shirin:
