Very hard to say. It could have been made anywhere from Turkey to Pakistan. A close up of the side boarder would help along with what type of knot was used. I am not sure but I do not believe prices are discussed here.
First, welcome to Turkotek. We generally don't permit discussions of monetary value of rugs. Also, we insist that commenters post under their actual names. Your rug is definitely hand knotted. Machine made rugs have the fringe sewn on, the fringe on yours is clearly an extension of the warps.
